2040 General Plan EIR Notice of Preparation (April 2022)
The Notice of Preparation (NOP) has been issued to notify interested parties of the preparation of an environmental impact report (EIR) for the Envision Pittsburg 2040 General Plan). The City will be the lead agency under the California Environmental Quality Act (CEQA) and will prepare a programmatic Environmental Impact Report (Program EIR) to evaluate the environmental effects associated with the General Plan update. You are invited to comment on the NOP by May 22, 2022. Please refer to the NOP for details on how to submit comments. Click here to read the full NOP.
Land Use Alternatives - Alternative D (September 2021)
Following City Council and Planning Commission review of the Land Use Alternatives and Capacity Report and consideration of public input, a fourth land use map alternative (Alternative D) was developed for City Council and Planning Commission consideration.

Community Input Memo: Land Use Map Alternatives (June 2021)
The Community Input Memo (download the memo [pdf]) summarizes the input received during the Land Use Map Alternatives public outreach process. Community input was received through one stakeholders workshop, two community workshops, an online survey, and written public comment.
Land Use Alternatives and Capacity Report (March 2021)
The Land Use Alternatives and Capacity Report (download the complete report [pdf]) provides the City with a tool to examine different possible approaches to accommodate future development, economic growth, and ensure adequate protection of resources and open space. The report identifies three Land Use Map Alternatives and compares land use designations by acreage, growth (population, dwelling units, non-residential development, and jobs), and jobs-housing balance for each alternative.

Opportunity Areas Survey
As part of the Opportunity Areas Virtual Workshop held in August and September 2020, community members and interested parties were invited to provide their input on land use approaches for four opportunity areas, which also include two Brownfields Revitalization Planning sites. The Opportunity Areas Survey Results are available here (pdf).
Existing Conditions Report (November 2019)
The Existing Conditions Report provides a "snapshot" of Pittsburg's current trends and conditions as they existed at the start of the General Plan Update process. This report provides a detailed description of a wide range of topics within the city, such as land use, transportation, public facilities, community services, hazards and safety, conservation and environmental resources, climate change, and environmental justice issues associated with disadvantaged communities. Economic Trends Report
The Economic Trends Report (pdf - updated 8/29/19 to correct Figure 3 and associated text) describes existing economic conditions, including patterns in sectoral employment, business activity, retail sales, and the commercial, office, and industrial real estate markets. The analysis translates projected employment growth into potential demand for new workspace during the General Plan time horizon.
Vision and Opportunities Report
In the Spring of 2019, the City of Pittsburg hosted three Visioning Workshops to understand the community's vision for Pittsburg’s future. The community was also provided opportunities to give input through a series of eight pop-up events, which were held throughout the community and hosted by City staff, and via an on-line survey. The feedback we received from the community has been summarized in the Vision and and Opportunities Report (pdf). The Vision and Opportunities Report summarizes the input from each event and provides the full results of each community participation activity at the Visioning Workshops and pop-up events, including comments provided by individuals and small groups, copies of maps prepared by small groups, and photos of activities, and complete results of the Envision Pittsburg survey.
